Management System Tool is basically covered with the documents of transactions, initiatives, and suggestions. The goal of the system is to make a transparency of actions, whereas saving the confidentiality of information.
So any ideas or advices how to avoid data leak, possible risks of digital security?

If you have some more information and context, that might help, as I'm not 100% sure what you're going for.
However, it seems like Mandatory Access Control might be what you're going for. You can assign labels to data so you can work with it without actually revealing the data itself. Read through this, it's a really good in-depth look at MAC and multilayered access control approaches.
