It doesn't "clone" the file, no. That'd defeat the purpose. It gets moved and the link removed

If you're recycling two files, there will be two files in the recycle bin
That's critical information that you definitely should have provided the file names themselves don't start with $R, as far as I'm aware. They're moved into a special folder called $Recycle.Bin or something, then references are clapped. But there would still be two files if you deleted two files
