1. You don't need to hide from criminals. They don't care about you unless you've really caused trouble for them. So don't mess around with criminals unless your actual job involves doing that (I doubt that's the case since you're asking this kind of question) 3. If for some reason you need to mess with criminals, just use Tor. 4. If you for some reason would rather use a VPN (trust one company, whether that's the VPS provider or the VPN company) instead of Tor that was originally by the US military and still secure even after decades, use Wireguard. Wireguard is self-hosted and based on my research it's really good.

One does not just make a VPN (assuming you want it to be secure). If the following terms are not familiar to you, you probably shouldn't even try: ECDH, x25519, AES-GCM. Cryptography is hard and it's really easy to screw up even for experts.

China, both Koreas and US are definitely not places I would consider "anonymous" what ever you mean with that. China has a law that forces all companies to keep logs and let Chinese government to access their systems with just a simple request. North Korea is poor and probably won't even let any foreign company to buy servers there. South Korea and US law enforcement can access VPN servers if they have a warrant from court. Also since your threat model is criminals, you would need to either use your own servers and secure them or hope that the VPN company you're trusting has secured their servers.

^ Basically what he said lol. Gonna be straightforward with you. This isn't Cyberpunk 2077 where you can get "hacked by netrunners". If you're an ethical hacker, then you shouldn't need protection. If you're going after criminals, you're being a vigilante and probably gonna get yourself jacked up. If a nation state wants to know who you are, they'll figure out who you are. If it's that big of a concern, use TOR. People don't get discovered who are using TOR. Their OPSEC failure gets them discovered. Don't use a VPN with TOR.
