From the beginner point of view how to know whether a pc is hacked or not and if then how to solve the problem

You would look for Indicators of Compromise, IOC's. This would vary according to what sort of system you were looking for them on. Generally speaking you would look for malware, do log analysis, traffic analysis, file and memory analysis. You could also use endpoint security software to do behavioral analysis.
From there it would depend on the results on how you would respond. In general you would clean the system of any malware and patch the vulnerability that allowed entry.
