It takes like 3-5 minutes for my Ethernet to actually register. Have you waited that long?

no it doesn't for me it has never taken longer than 10 seconds for windows to recognize it's plugged in DHCP can take a bit longer but I've never needed longer than about 30 sec what's plugged in on the other end? like if you trace the cable coming from your computer, does it go into a wall outlet or anything?

itโ€™s coming from my wall and itโ€™s ran though the attic plugged into my router but iโ€™m hopping itโ€™s just a problem with my ethernet cord because iโ€™m moving to a new house that has ethernet and if itโ€™s dosnt work im just going to have to get a new motherboard or somthing or iโ€™ll jst throw my pc down the stairs if it doesnโ€™t work

unless you have water damage or something there's really no reason to suspect the mobo is at fault did you do the wall wiring? because this feels like the wire can't connect to the router try connecting directly to the router i.e. bring your computer over, or use a laptop or ethernet adapter and if you can, try a known good ethernet cord, or get a cable tester if you really wanna spend the $30 basically it's way more likely that the wiring between your wall outlet and the router is faulty, not your motherboard
