But if you think you've done everything right on there, it might not be the router at fault. It's worth checking that the box the Minecraft server is running on has that port opened as well.

Is there any other routing device in between your computer and that FiOS router?
Chocolate Thunder
An ethernet switch? So I have a lease IP i think and a public IP cuz when i hit ipconfig the IP is diff from the whatsmyip address, and i went in my router settings to change it to static for that PC

So when you port forward you'll need to map the port to the private IP (shown on ipconfig)

Then you can use a site like https://canyouseeme.org/ to see if the port is forwarded correctly
Open Port Check Tool -- Verify Port Forwarding on Your Router
A free open port check tool used to detect open ports on your connection. Test if port forwarding is correctly setup or if your port is being blocked by your firewall or ISP.
