Id say, go for AMD if you can
You won't notice much difference between a 3060 or 4060
Unless you need av1 encoding
And for cybersec... Only thing I can think of is a VM with GPU Pass through or docker

$880 usd is not a lot of money, but you can definitely find a hardware repair shop near you that can sell you a decent refurbished laptop

up to you to make sure it's legit but it's much easier to make sure your purchase is legit from a real storefront than from whatever indian ebay is

though i feel like your actual better answer is you could buy some used hardware and like a full desktop and a cheap monitor/keyboard/mouse
but if you want new, you can go with that lenovo, it'll probably be good for games and okay for csec, or you can get something with a better cpu thatll be okay with games and good for csec
