also typically that will time out after 120s, so just wait for it
if you want to factory reset it though just reinstall the OS

Put a USB drive with an ISO windows, then plug it in, do boot setup, and put the USB drive as #1 priority
But see the BIOS setup beforehand
you can also boot into a linux mint install USB
i think debian will let you run a live installation too

Download the Windows Media Creation Tool from another PC.
• Create a bootable USB with Windows.
• Boot your HP laptop from that USB (press Esc > F9 to access Boot Menu).
• Choose Custom Install during setup, delete all partitions, and reinstall Windows fresh.
