That either must be a software ACPI problem, a motherboard ACPI problem, or potentially both. If your computer is ACPI compatible, potentially try updating your software on Linux Mint, but I do NOT recommend updating your BIOS or UEFI because there is a risk of bricking your system and rendering your computer unusable. If your computer is not ACPI compatible, just turn off the power after shutting down like how ProHacker01 said. I did not have this when I was using Linux Mint, and I think it might just come down to hardware. There is a small chance though ACPI features did not get installed properly when installing Linux Mint but I doubt it.
